Have you got the E-cig Manufacturing license? It’s now a greeting for the entire e-cigarette industry in China.
Since the first quarter of 2022, Chinese authorities have issued a series of implementing rules and guiding opinions to strengthen oversight of e-cigarette products and regulate the e-cigarette industry. These rules and opinions set forth that all e-cigarette manufacturing enterprises must obtain a license from the STMA.
It is difficult for the e-cigarette industry to get a license because of many reasons:
1)The conditions and submission requirements of the license application are also different in different stages and the requirements for manufacturing and wholesale licenses are much higher than for retail licenses. The process is complicated and tedious with certain difficulty and challenge. The difficulty is mainly reflected in the evaluation and certification of the company and products, including the safety test, flavor test, manufacturing SOP, quality control, company ISO certificates and so on.
2)It’s more difficult for the small or medium companies to get licenses because most of them don’t have enough certifications, equipment or experience in this field to obtain the manufacturing license, the following requirements shall be obtained:
(1) Having funds suitable for production;
(2) Having the necessary technology and equipment for production;
(3) Comply with the national e-cigarette industry policy requirements;
(4) Other requirements as prescribed by the department of tobacco monopoly administration under The State Council.
3)Unlicensed enterprises will be forced to shut down after October. Unlicensed e-cigarette enterprises and merchants who commit crimes against the wind and continue to produce and operate will receive severe administrative penalties, and those who commit serious crimes may be investigated for criminal responsibility. Due to the large number of enterprises and merchants in the e-cigarette industry, there are many enterprises and merchants who do not have the conditions to apply for administrative licenses. Facing the trend of strong supervision, small or some medium e-cigarette enterprises and merchants are experiencing a tough challenge.

He believes that with clear laws and regulations, the industry will be greatly reshuffled, with a certain scale, compliance, production and business manufacturers will be better, at the same time, the legalization of the solution will also have a positive impact on customers, the industry will usher in a healthy and orderly long-term development.
With the introduction and implementation of a series of new regulations, the attitudes of e-cigarette practitioners are divided: some choose to wait and see, some give up, and some continue to stick to it.
